The group took in the sights of the distant hills, sauntered by a few cows and closely eyed plants and flowers growing in the greenhouses. The members of Morris County's Agriculture Development Board were on a mission -- exploring some of the best remaining farm acreage in Morris County and finding good candidates for farmland preservation.

New research from Halifax has shown that over 25% of homeowners have undertaken energy and fuel saving improvements to their property in the least year.

Earth Bio Fuel "We're in a horse race with developers," said Loren Pfeiffer, a veteran member of the agriculture board. "What we don't save now, we lose."

Both councilmen, however, indicated they were most interested in the borough acquiring land near the Morris Canal. Bond has worked on a draft ordinance for preservation of the Morris Canal area in the borough. The ordinance is now in planning board review and will be forwarded to council. McDonald had a number of suggestions for open space preservation, but also included the Morris Canal corridor. He suggested prioritizing lands for acquisition with some purchases possibly far in the future.

Bio Bio Fuel Less More Waste Taxpayers have spent more than $47 million since 1987 to preserve 57 farms totaling 3,878 acres in 10 Morris County towns. Seven or eight more farms, from a list of 18 candidates, were being considered last week for the next round of preservation. But as the voter-approved preservation effort moves ahead, county officials are looking to see if there should be limits to how much is spent and how many acres are saved.

Bio Fuel Jb100 Jet Properties "Our goal has been to protect the agricultural industry in Morris County. We're trying to find out what is it going to take to get the job done," said county Farmland Preservation Director Frank Pinto.

Fuel Cell Bio The study will include aerial photographs of the county's farmland, soil mapping, a review of how much of the land can be tilled, and how much is forested, among other factors. Agricultural officials say it will help them preserve viable agricultural land that is likely to be farmed for generations to come.

Bio Conversion Fuel "The last thing we want is to spend this money for what could be a lot of abandoned farm parcels in years to come," Pfeiffer said.

Green Energy John Schilp, a Chester Township real estate broker, said that large acreage zoning in some towns is at least partly responsible for loss of farms and open space. By requiring three-, five- or even 10-acre lots, towns ensure that fewer houses are constructed than are needed for a growing population, he said.

Bio Ethanol Fuel "If you zone for, say, eight houses per acre on a 100 acre site, you could get homes for 800 people, taking care of the public need," rather than carve up many more acres of open spaces to get that same number, he said.

Bio Clean Fuel Agriculture in increasingly suburban Morris County generates $30 million a year in income. Farmland in Morris County is the state's most lucrative, yielding an average income of $1,340 per acre -- far exceeding the state average of $837.

Earth Bio Fuel "Urban and suburban farms are viable farms. The farms left in counties like Morris and Bergen are still there because the people who own them are making money," said Pinto, who noted farmers have adapted their operations to the needs of their residential neighbors.

Bio Bio Fuel Less More Waste "You can look at the new suburbs as a negative, but it also offers an opportunity to farmers," said county agricultural agent Peter Nitzsche. "There is a huge market in an affluent county with an affluent customer base."

Make Bio Fuel But it also poses problems as some of those same neighbors who like to get fresh vegetable nearby don't like the smell of manure, dust kicked up by horses or early morning plowing. Also, Morris County farmers have difficulty finding and affording skilled farm laborers, said Nitzsche.

Bio Fuel Jb100 Jet Properties "It's not an easy life, but I love farming," said Davis, a veteran farmer, who hosted the officials at his 33-acre Stony Hill Gardens farm.

Fuel Cell Bio Finding stable sources of agricultural land that can be leased and farmed can be tough, said Davis, who leases the 50-acre Lowensteiner Farm in Chester Borough to grow crops and operate a farm market. He also puts deer at the top of his hit list, saying they can ravage fields unless extensive and expensive efforts are made to protect crops.

Bio Conversion Fuel The first farm to be preserved in Morris County, on Dec. 28, 1987, was the 34-acre KelMar Acres on West Mill Road in Washington Township. Several more were saved in the next few years, but the program kicked into high gear after voters overwhelmingly approved creation of a county open space and farmland preservation trust fund in 1993.

Green Energy Freeholder Frank Druetzler was on the county governing board that put that question to voters.

Bio Ethanol Fuel "The overall plan was to save as much farmland as possible; we wanted to keep farming alive," said Druetzler. "We didn't want folks to have to go to Fosterfields to know what a farm is," he added, referring to the county park commission's historic farm in Morris Township.

Bio Clean Fuel After the county initiated its trust fund, many towns followed suit, increasing the amount of money for preservation, Druetzler said. Still, there are many more applications than money to go around, making it imperative for the county to develop a master plan, said officials.

Earth Bio Fuel During the recent farmland tour, the group of decision makers stood on the heights of the Schmitz Farm in Chester Township, taking in a spectacular view of surrounding natural spaces, woods and farm fields. A local official described the site as "million dollar hill," for its potential to developers.

Bio Flight Fuel Green Jb100 But Chester Township has taken the lead to preserve the 188-acre tract off Larison Road, and hopes to get the county's financial help in that effort this year.

"This is too nice a place, a gateway to our community, to allow it to fall by the wayside. These are the types of farms, the kinds of places in Morris County, that we need to save."
